16.0 - CONTRACTS AND SALARIES
16.1 - A player's initial salary is determined by the given cap number on the Action PC! Football software.
16.2 - Players acquired through the Free Agent draft (either inaugural or subsequent) are assigned a salary as given by the current disk of the Action PC! football platform.
16.3 - No rookie free agents can be acquired during any season. The only way to acquire a rookie is via a trade with another owner who has drafted the given rookie. Any Rookie that wasn't chosen will be placed in the following season's FA draft.
16.4 - rookie drafts will be held for 7 rounds. Rookies will be assigned contracts in the week after they are drafted, though the contract does not start until the following year when they play. Their cap numbers will be as follows:

Rookie Contract rules approved by the League Council:
1. All rookies must be signed to a 1-3 year contract.
2. All rookies drafted in rounds 1, 2, and 3 are automatically signed to a 3 year contract. Terms of the deal are based on where the player is selected.
3. Rookie contracts will escalate 10% per year just like normal FA contracts.
4. Rookies who are only signed to a one year contract, automatically enter into the FA pool, just like 1 year FA contracts.
5. After the initial rookie contract expires, all future contracts are treated like FA contracts, and you can resign the player two more times for a max of 6 additional years.
Players eligible for the annual rookie draft will be those players actually selected in the NFL draft that year. The rookie draft will be held on a date or dates announced by the commissioner, generally in May.
16.5 - A Player's option year salary expires at the end of the season in which his option year began. The league owner has two options, which he may exercise:
a. Release the player into the free agent draft
b. Re-sign the player to a contract
16.6 - Players can be resigned to a 1-3 year contract up to 3 times. After which they automatically become free agents.
16.7 – Contracts may be for 1-3 years. This may be repeated for 3 total contracts. At the end of each contract the new salary level is set by the current Action PC! Football software number.
16.7 - Contracts will have a 3-year maximum and increase at a flat 10% per year.
If you drafted a player at $1mil and want to resign him, his contract would look like this:
year 1 $1mil
year 2 $1.1 mil
year 3 $1.21 mil
16.8 - At the end of the contract, any new contract will start at the cap number from the current year's version of Action PC! Football.
16.9 - An owner may only release a player under contract if:
a. The team pays a fine equaling half of the player's salary over the life of his contract (Payable and deducted from the cap at the next draft).
b. The player may be released without fine if the player played in no more than 3 NFL games in the prior disk season.
For example, if a player played in 3 or fewer NFL games in the prior season the player may be released from their contract without penalty. However, if a player played in 4 or more NFL games in the prior season and had 2 years remaining on his contract for 4 million and 5 million, the owner may release him by paying a 4.5 million fine.
16.10 - Players retain their contract status upon trade.
16.11 - Any new owner who inherits a team from another owner may terminate any player's contract without penalty. These players will be immediately released into the free agent pool. This applies only to players on the owner's team at the time the new owner takes over. The owner must announce any contract-terminated players before the start of the next transaction period.
16.12 - All waiver pick-ups will be given a cap number at the amount given on the Action PC! software.
Additional Rules added by the League Council:
1. No restrictions on the number of players that must be dropped before entering Free Agency. A team can never have more that 53 men on it's roster.
2. All FA players signed to a 1 year contract will be automatically entered into the FA pool without an owner option to re-sign. They can however redraft such players in the FA draft.
3. All owners will have ONE "Keeper Tag" under which they may tag one of their players who was signed in the previous year to a one year deal and would therefore be entering the FA Pool.
4. The tagged player needs to be resigned upon notification of the tag to the league, to a contract with a max of 3 years. The contract will be worth the coming year's sim value plus 20% in year one, increasing by 10% in each successive year under contract.
5. Any team that uses a Keeper Tag will lose that year's first round FA pick. If they don't have their own 1st round FA Pick or traded away their original pick, they may not use the tag.
5.5 If the team has more than one 1st round FA pick, they must use their original pick.
6. After a player is tagged, that player is released into the FA pool as soon as their Keeper Tag contract is up without the option to be tagged again or re-signed prior to the FA Draft.
7. Once a team places their keeper tag onto a player, they may not use another keeper tag until the contract they awarded that player has expired, or they have traded or released the player.
8. If a tagged player has been traded, that team does not recover their first round pick.
9. A team that trades for a tagged player is elligable to re-sign that player after the keeper deal is up as if he were a normal free agent, to two more contracts at a max of 3 years each.
10. A team that trades for a tagged player does not lose any FA picks, but does pay the tagged contract.
