Buddy is quoted saying that he wants to draft a QB, but that doesn't mean it has to be in the 1st round:

Nix suggested the Bills might not draft a quarterback with their first pick. He said he doesn't see a can't-miss quarterback in the upcoming draft class like there have been the past couple years.
"You've got guys spread out all over the league that have been successful that didn't go in the first round or the first five or 10 picks," Nix said. "
It certainly sounds like Buddy may not take a QB in the 1st round. Well, let's look at the success of finding an elite QB in the 2nd round:

You have about a 20-1 shot of finding an elite QB in the 2nd round. I don't like the strategy of taking one in the 2nd.
