It will be a QB and WR or WR and QB, IMO. WR's in free agency are going to want a lot of money.

I think most people on this board undervalue a reliable possession receiver.

Someone who keeps the chains moving and doesn't drop a lot of balls goes a lot farther to keep the O moving than a receiver who is a threat for 1 or 2 big catches a game, in my opinion. I don't think that sentiment is shared by many.
